Paper by Erten, Stiglitz, and Verhoogen Analyzes CHIPS Act Job Creation

Associate Professor of Economics and International Affairs Bilge Erten is co-author of a new paper presented at the Fall 2025 Brookings Papers on Economic Activity (BPEA) Conference. The paper, co-written with Nobel Laureate Joseph E. Stiglitz and Eric Verhoogen of Columbia University, analyzes the employment impacts of the 2022 CHIPS and Science Act.

Their findings show that the $52.7 billion legislation directly and indirectly created between 42,465 and 54,385 jobs and significantly increased wages in U.S. counties with semiconductor manufacturing facilities. The research suggests that targeted industrial policies can deliver measurable employment benefits in strategic sectors, even in the short run.
