Research and Partnerships Technical Consultant

Since its founding, CLF has led such iconic battles as cleaning up Boston Harbor, stopping oil and gas drilling on Georges Bank, shutting down big coal throughout New England, securing the MBTA Green line extension as part of a groundbreaking Big Dig settlement, and giving teeth to the Clean Water Act to protect waters throughout the region.

Immediate Need: HealthScore Technical UpdateAs part of our Healthy Neighborhoods Equity Fund investment process, we screen potential development projects for their community, environmental, and health impacts. Our HealthScore tool has been used to assess the potential impact of 9 investments so far, with a significant
revision to the tool released in 2020. HealthScore is a decision-support tool that draws on data and expertise from multiple sectors and sources. The current tool runs on a Python program that calculates a score for each investment. The program queries APIs from the CDC PLACES database, the U.S. Census Bureau, and EJ Screen. The program is available on GitHub: https://github.com/Conservation-Law-Foundation/healthscore.

CLF’s Research and Partnerships team is seeking a technical consultant to guide and execute the development of a web application based on this internal Python program. We are seeking a consultant or team of consultants (“the consultant”) to design, develop, and launch a HealthScore web application as an online resource available to CLF staff, so that the program can be executed without having to download any software on people’s personal work laptops. The web application will be an online resource for CLF staff across the New England states to access and run scripts, including derivates of the HealthScore program.

As a nonprofit, CLF is interested in minimizing both upfront and on-going maintenance costs.
We anticipate that the application will be cloud-based and built where possible using off-theshelf tools and components that can be easily modified over time.

Long-Term Needs: Ongoing Scripting and Technology Support

In addition to the immediate needs described above, CLF’s Research and Partnerships team is seeking a technical consultant to support the on-going design, development, and troubleshooting of technology tools used for research and metrics activities. We’re seeking familiarity with the following program languages and technologies:
o Python (required); R (required)
o Javascript, CSS, HTML
o GitHub
o GIS scripting for functions such as online geospatial analysis and map-making
o Data visualization tools such as DataWrapper and Tableau
o Web scraping and API integration
o Batch scripting as needed
o Comparative review and analysis of hosted technology solutions

Consultant Qualifications
The selected consultant will have demonstrated experience in Python programming and web application development. We are seeking a consultant with:
o Experience at successfully leading a software development cycle in collaboration with multiple stakeholders
o Demonstrated track record of leading user testing processes
o Strong project management skills
o Strong communication skills
o Ability to find resources and coordinate multiple experts
o Passion for social impact
