Sebastian Zapata currently serves as an Underwriting Analyst as MassHousing. Sebastian works to analyze and evaluate risk for multiuse transactions and financing proposals to help advance the preservation and creation of affordable housing across Massachusetts.

Prior to joining MassHousing, Sebastian held multiple roles at Boston City Hall, including Senior Analyst/Census Liaison and Deputy Director of State Relations. During his time with the City of Boston, he created and executed the City of Boston’s multi-sector, citywide operation regarding the U.S. 2020 Census and worked with City departments and cabinet members to determine the City’s legislative and state budgetary priorities. Before joining the City of Boston, Sebastian served as Program Director at The Alliance for Business Leadership and as a Legislative Aide in the office of State Representative Liz Malia.

Sebastian holds a master’s in Urban Planning and Policy from Northeastern University where he received the Community Impact Award and graduated with a B.S. from UMass Amherst where he majored in Political Science and minored in Sociology.
