Clara Copp-LaRocque

PhD in Public Policy

Clara Copp-LaRocque is pursuing her PhD in Public Policy in the Sustainability and Resilience track at Northeastern University, where her research examines the intersection of agricultural policy and climate adaptation. Her work centers on how policy frameworks either hinder or facilitate sustainable practices in agriculture. Clara’s personal experience growing up in an agricultural community, coupled with her academic training in environmental governance, informs her approach to policy research. Clara holds an MPA from Northeastern University and a Bachelor’s in Anthropology from the University of Wyoming. In 2024, she was inducted into the Lux. Veritas. Virtus. society, an honor recognizing exceptional graduate students across the Northeastern University network. In addition to her academic experience, Clara worked for 12 years in environmental education and philanthropy, gaining firsthand experience in how regulatory systems and funding structures impact environmental outcomes. During her Master’s program, she collaborated closely with Professor Maria Ivanova on the Global Environmental Governance (GEG) Project, contributing to the development of the Environmental Conventions Index (ECI) website,. She also co-organized a high-level convening at the Rockefeller Foundation’s Bellagio Center and participated in international multilateral events such as the INC4 negotiations in Ottawa. For her capstone, Clara worked with Greater Grove Hall Main Streets (GGHMS) to create a prototype for an alternative Environmental Justice Index. This innovative index aimed to improve the accuracy of identifying and supporting environmental justice communities in Massachusetts, reflecting the diverse needs and challenges of these areas. Clara’s current PhD research focuses on leveraging these experiences to inform policy solutions that foster resilient and sustainable agricultural systems.
