The Executive Office of Technology Services and Security (EOTSS) delivers digital services and technology solutions that support more than 40,000 state employees, as well as millions of constituents across the Commonwealth. Our efforts enable residents, taxpayers, motorists, businesses, visitors, and families to interact with government in ways that are easier, faster, and more secure.

    About the Strategy Team

The Strategy team (formally the Office of Strategy Management) consists of strategy consultants who work across EOTSS and executive branch agencies to solve complex problems, improve government services, and advance strategic priorities at the intersection of technology and constituent services.

We partner with EOTSS and agency leaders to understand challenges, define goals, evaluate solutions, and turn strategies into action. Our work spans service and technology strategy, business process improvement, organizational design, procurement and vendor management, and implementation support. We help teams navigate ambiguity, make informed decisions, align stakeholders, and build the capabilities needed to sustain improvements.

    About the Role

We are seeking a highly motivated individual to join the Strategy team as a Strategic Engagement Manager. Strategic Engagement Managers lead complex, cross-functional engagements from problem definition through implementation. They work closely with senior leaders, facilitate alignment across agencies and teams, develop actionable recommendations, and help agencies deliver meaningful results.

Successful candidates are strategic thinkers, strong problem solvers, and effective communicators who can navigate complex stakeholder environments and bring structure to ambiguous challenges. They are curious, empathetic, adaptable, and motivated by improving how government works.

While valuable, a background in technology is not required. We are looking for strong performers who are interested in learning about technology and modern software development practices.

This is a full-time contract opportunity based at 1 Ashburton Place, Boston, MA 02108. The standard work schedule is Monday through Friday, 9:00 AM–5:00 PM.

This position follows a hybrid work model, combining in-office and remote work based on operational needs. All hires must meet applicable onsite requirements and be available to report in person for key activities, including onboarding and offboarding (such as equipment pickup and return). Specific onsite expectations will be determined by the Line of Business based on business and operational needs.
