“I think this is a continuation of Trump’s attacks on the capacity of the federal government to play a real role in not just disaster recovery, but mitigation and preparation more broadly,” says Daniel Aldrich, Director of the Resilience Studies Program at Northeastern University. “And I think the consequences for this unfortunately are going to be falling most heavily on red states — which have broadly speaking poorer, more vulnerable, less healthy populations,” he adds.
