Prof. Laura Kuhl and PhD candidates Istiakh Ahmed and Johan Arango-Quiroga, along with collaborators, have co-written a policy brief that draws from research on the decision-making and approval process in the Green Climate Fund (GCF) to explore how institutional arrangements and funding guidance shape the funding process and outcomes for a loss and damage finance facility (L&D facility). The brief is based on the premise that an effective, fit-for-purpose L&D facility is critical for climate justice. The authors propose that new L&D facility represents an opportunity to design climate finance that is more responsive and just than any previous institution– but only if past lessons are heeded.
