Massachusetts Host Community Agreements Analysis 2.0

Professor Jeffrey Moyer conducted a survey of all Massachusetts cannabis host community agreements and released An Analysis of Cannabis Host Community Agreements in the Commonwealth of Massachusetts in 2021. He also oversaw the Massachusetts Host Community Agreements Analysis 2.0, an updated report on impact fee collections that was released in May 2022. In collaboration with two Northeastern students, Tracy Chen and Jack Masliah, he collected additional host community agreements and information about local spending of the impact fees. The report finds that Massachusetts municipalities have collected over $50 million in community impact fees, but the lack of accounting transparency continues.
