Dennis Kwok
Dennis was a pro-democracy lawmaker in Hong Kong elected as the sole representative of the legal profession in Hong Kong’s legislature from 2012-2020. During his time in office, Dennis focused on defending the rule of law and freedom, combating human trafficking and modern slavery, and at the same time advocating for democracy in Hong Kong.
Due to his stance on democracy and freedom, Dennis was disqualified from elected office by the PRC National People’s Congress in November 2020. This was an unprecedented move by Beijing causing a wave of international criticisms. After leaving public office, he served as senior fellow at Harvard Kennedy School from 2021-2023, and he was appointed as a distinguished scholar at Georgetown University in 2021. He is currently teaching at Northeastern University and serves as a faculty affiliate to the Center of International Affairs and World Cultures.
Dennis continues to speak on the international level advocating for the rule of law, democracy, and the risks of authoritarianism. In recognition for his work, Dennis is the recipient of the 2021 Commonwealth Law Conference Rule of Law Award bestowed by the Commonwealth Lawyers Association, and the 2022 Distinction in International Law and Affairs Award bestowed by the New York State Bar Association (International Section).
Dennis’ current work is focused on using his experience in public office to help inform policy makers in democratic countries around the world. In 2023, Dennis founded a global think tank on China policy research – China Strategic Risks Institute. It has a team of advisors across the fields of technology, economy, finance, law, security and foreign policy. The aim of the think tank is to defend democratic values globally in helping sdemocratic governments craft policy responses to the rise of authoritarianism.
